Resumption of Pre-Flight Breath Analyzer tests for Flight Crew

The DGCA has ordered airlines to resume Pre-flight alcohol tests for pilots and cabin crew members. In March 2020, the aviation regulator had suspended breath analyzer tests for pilots, cabin crew members, ground handling staff and air traffic controllers due to the “extraordinary” circumstances posed by Covid-19 pandemic.

For all domestic operations – 10% random Pre-flight Breath-Analyzer tests

For all international operations – 100% Pre-flight Breath-Analyzer tests

DGCA has stated plane operators shall guarantee flight crew (pilots) and cabin crew member shall be subjected to preflight BA tests as under:-

For all domestic operations – 10% random pre-flight BA examination shall be carried out per day.

For all international operations – 100% pre-flight breath-analyzer examination shall be carried out per day.

Apart from pilots and cabin crew, DGCA had earlier come out with a policy that other aviation personnel carrying out support activities like Air Traffic Controllers, Engineers, dispatch staff are also to be subjected to random BA tests. However, in the present restrictions, they are expected to only submit a Self Declaration Form. The form certifies that the person is not under the influence of alcohol / any psychoactive substance. Failing to comply with this would attract the suspension license/approval for a period of three years.

The DGCA had exempted flight crew from BA checks in wake of the coronavirus pandemic in the month of March. With this new order, for all international operations, BA tests will become mandatory for all crew like before.
